Abstract

In this study, twelve research papers on “records management and archives research areas" that were written from the 1980s to the 2000s were analyzed according to a timeline. The results show that the main subject areas during the 1980's were records and archives. During the 1990s, with the increase of electronic records, research areas expanded to information systems and related social environments. In the 2000s, more advanced technical and interdisciplinary subjects have emerged in the digital society. These results show that research areas in records management and archives still have much potential for growth and will expand in the near future.

Abstract

According to the Public Records Act, the actual conditions of Government Agencies will be assessed by the concept of ‘Assessment' not by ‘Instruction and Checking'. In this Study, before adopting a new National Assessment of complying with Records Management, on the basis of the analysis of current ‘Instruction and Checking' and other Countries’ system which will be able to the model of our new system, we suggest that a Assessment system which will play a role to fulfill and spread the Public Records Act and Records management Standard in this nation's public sector.

Abstract

There should be an integration between work management and records management in order to document the work processes thoroughly. It's proper to establish a records classification system to have the work classification and record classification table integrated for that purpose. But the conventional procedures and methodology used for records classification system development lack specific features to be used as voluntary guidelines of a common organization or group and to conduct analysis. Recognizing the problems, this study suggested the specific methods of records classification system development to link work management and records management organically. First, the functional classification was chosen as the principle of classification for records classification system development. Then concrete methods of records classification system development were suggested. Analysis and comparison were made for the DIRKS(Designing and Implementing Recordkeeping Systems), which is the standard records management and work analysis of Australia, and AS 5090. The results were used to suggest specific methods of records classification system development in conjunction with the research into the methodology employed for work analysis in information engineering and business administration to compensate for its weakness. The significance of the study can be found in that it suggested the methods of typical records classification system development in connection with records classification, and that it applied them to the Presidential Committee for the Inspection of Collaborations for Japanese Imperialism and tested them.

Abstract

Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

Abstract

Associations of archivists and professional communities all over the world have released criteria and code of ethics which provide solutions of ethical problems in practical uses to make their professional positions to be kept. This study aims to analyze some of existing codes of ethics established by association of archivists and suggest model of ethic codes for archivists with essential aspects. Selected associations of archivists are SAA(Society of American Archivists), SA(Society of Archivists), ACA(Association of Canadian Archivists), ASA(Australian Society of Archivists), ICA(International Council on Archives). Five codes of ethics were selected for analysis and comparison from these associations and compared with ethics for achival management, archival information service and professional activities. This study consider essential aspects in the electronic records environment.

Abstract

There are nearly 700 public agencies which should establish their own record centers in Korea. Until the end of 2005, nearly half of them had established record centers. It is the time, now, to try not only to force establish them continuously but also to choose their substances. This study aims to propose a business model for Korean record center and differenciate it according to public agencies specialities. It helps to actualize business of record centers and make sure their substances..

Abstract

Presidential records which have produced during a presidency as a national center are the evidence of the presidency and main historical records. We have the responsibility to establish fundamental systems to produce such main historical records and to manage such main historical records which could help people and history to judge the presidency based upon the evidence of their activities. The historical appraisal could be achieved not by memory but by evidence. A draft of a proposed law on the management of presidential records which includes the establishment of presidential libraries for the presidential records Mecca is being moored at the National Assembly now. The presidential library is to be considered as a multi-functional national institution which is carrying out the role as an Archives, Museums and Center for the education. In addition, it is imperative for a presidential library to provide user-oriented services to enrich the usability and the value of records, recognizing the change of administration paradigm from a supplier-oriented system to a customer-oriented system. This dissertation, in order to develop presidential library service programs focusing on customers rather than the convenience of administration, reviewed programs of the U.S. presidential libraries as a developed case and proposes guidelines and applicable samples for the development of the Korean presidential library service programs.
