Abstract

In the recent changes in the museum industry, one trend that can be observed is museums’ attempt to expand their role scope from the collection and preservation of historically valuable materials to utilization and recreation through the introduction of the concept of an archive for museum data management and utilization. Data generated by the experience program at the university museum is expected to grow in size and increase the value of use, but there has been no area where records management for the experience program has been systematically established and operated. Therefore, this study conducted a survey on the operation status of domestic and foreign university museum experience programs and the person in charge of them. Based on the analysis of the results, it proposed a method for handling the records of the university museum experience program to systematically collect related records and manage them efficiently.

Abstract

This study intends to analyze the information continuum model as part of establishing the relationship between records and information. The information continuum is a theoretical system designed to establish a new information concept from the record-keeping point of view based on the record continuum. It provides a conceptual framework that can identify the elements for information management that exist in record-keeping. Accordingly, in Chapter 2, the background and process of the information continuum development, which followed after the record continuum development, were reviewed. Then, the concept of information established by borrowing information science theory was examined in relation to the record continuum. In Chapter 3, the conceptual structure of the information continuum and the purpose and method of information utilization were considered. Afterward, the four dimensions and attributes that structurally schematize the elements for information management in record-keeping were analyzed. Based on this analysis, Chapter 4 tried to present the meaning and limitations of the information continuum.

Abstract

This study aims to discuss the issues of the detailed criteria of information subject to nondisclosure of the current National Assembly Information Disclosure Regulations and provide alternative strategies for the issues. As a theoretical study, the relevant previous studies were analyzed, the history of the National Assembly Information Disclosure Regulations was summarized, and the legal and institutional concept of the detailed criteria was discussed. Subsequently, the detailed criteria were analyzed in three aspects, namely, composition, operation, and content. For this analysis, opinions were collected by conducting interviews with five experts related to information disclosure at the National Assembly. In conclusion, the study provides alternative strategies, including a comprehensive revision of the National Assembly Information Disclosure Regulations, the necessity of revising detailed criteria, and the formation of a temporary specialized organization for revising detailed criteria.

Abstract

The purpose of this study is to explore a budget-securing strategy to enable archival professionals in public institutions to continuously secure the budget for records management projects. This study is an analysis of the results of in-depth interviews with 14 archival professionals who have worked for public institutions and secured budgets for records management projects. As a result of the analysis, 4 upper categories and 10 categories are extracted as factors influencing budget securement. The top four categories are the job environment of archival professionals, umbrella organization and organizational culture, business and budget characteristics, and system and social environment. As the budget-securing strategy for archival professionals, a total of 3 categories and 13 strategic codes are derived. The three categories are utilizing individual-centered competencies, establishing organization-centered relationships, and finding external environment–centered triggers. This study emphasized the perspective of archival professionals and suggested implications such as the role of archival professionals and the direction of improvement in securing budgets.

Abstract

This study aims to propose considerations for improving search services in local archives. In this study, evaluation areas and factors were derived through the analysis of previous research and case studies of finding aids and archival contents in local archives. Afterward, an interview was conducted with five experts to verify the developed evaluation area and factors. Through the evaluation factors and considerations suggested in this study, it will be possible to objectively identify the search service of the institution. In addition, it is expected that practitioners can use it as basic data in the future, and furthermore, it will help improve the search service.

Abstract

This study aims to suggest the use-based policies for archival reference service by investigating the actual archival uses and services of the National Archives of Korea (NAK). Considering that there is little information on the overall archival reference service by NAK, an exploratory research method is adopted to understand the current status and issues of the service. In this study, the use of archival records in NAK is investigated from statistical data, and service cases by record type are collected through interviews with archival service professionals of NAK. Then, the success and risk factors of the archival reference service are analyzed in three categories of human resources (reference archivists’ competency), tools (finding aids), and records (appropriateness and sufficiency). Based on these analyses, archival reference service policy directions are proposed to strengthen the two different archival roles as “arsenal of rights protection” and “academic information provider.”

Abstract

This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

Abstract

With the enactment of the “Public Records Management Act” in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan ​​National University Archives, which attempted to improve the function of the nonelectronic records management system using the “University Innovation Support Project.” In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

Abstract

The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library’s representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.
