Abstract

International conditions surrounding the Korean Peninsula have been recently undergoing a sudden change. The South-North relations have been defined by severe tensions for many years; however, since the PyeongChang Winter Olympics, relations between the two nations began to thaw, and expectations of unification have been rising. Nevertheless, some still warn that the Democratic People’s Republic of Korea is utilizing a “carrot and stick” tactic. With this, recent research revealed that there is a low sense of national security among college students and teenagers in Korea, which magnified the importance of establishing a strong sense of national security and having a national viewpoint. A way to achieve this is for the army, a core institution of national security, to release army records as online contents. This paper takes an in-depth look into the US Army’s online contents service, a leading national records management system, and seeks to provide development plans for the Republic of Korea Army’s online contents service.

Abstract

This study aims to analyze the research trends of oral history research in Korea from 1991 to the present, and to provide basic data on the future direction of oral history research. For these purposes, 439 research articles of domestic oral history researchers from 1991 to 2018 were retrieved by keyword search from Research Information Sharing System (RISS) in Korean Education and Research Information Service (KERIS). The research trends of domestic oral history were analyzed by the volume of periodical research papers, major journals, authors and research funds, research fields and research contents, and international cooperation. Finally, based on the results of the study, the implications were summarized, and direction for follow-up research was provided.

Abstract

This paper proposes a cloud system model for incorporating the existing Records Management System (RMS), Archives Management System (AMS), and Central Archives Management System (CAMS) into a cloud-based national records management system. To do this, research on concrete and stepwise ways to transform AMS, including CAMS, into a cloud computing environment was carried out. This study developed a cloud system design strategy and goal model to integrate national records–related systems into a single cloud system to share and utilize information resources, manage them efficiently, and reduce costs. In particular, this study analyzed technical security and operational security that are exposed in the cloud environment and suggested measures to solve them. As a result, cloud computing technology can be applied to achieve low-cost and high-efficiency effects.

Abstract

This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers’ opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.

Abstract

The purpose of this study is to analyze the difference between job importance awareness and actual job achievement of archivists of private universities through importance–performance analysis (IPA), and to analyze the difference between certified and noncertified archivists about the above two factors. To achieve the purpose, the detailed job activities were drawn through a review of laws, regulations, and policies. The detailed list of job activities was confirmed by a few current archivists, Using the confirmed list of detailed job activities, a survey was conducted for archivists of private universities. The collected data in the survey were analyzed using the IPA method. According to the study results, the two groups of archivists have a clear understanding of their jobs; however, environmental factors influence the actual achievement of the jobs.

Abstract

This study is a record of the process of jointly designing the records classification scheme and the retention schedule for archival appraisal, which are vital in records management. A total of 8 institutes participated voluntarily and redesigned the retention schedule, which consists of 16 common functions, 66 tasks, and 381 files for about 4 months. The process consists of reviewing the regulations related to the records management of the participating organizations, determining the hierarchy and scope of the retention schedule, deriving 16 common functions as well as the unit task for each function, and constructing the file of each task. In situations wherein it is difficult to expect the government-led policy and strategy specific to the research institute and the research records management, the retention schedule designed jointly by the records managers of the scientific and technological field serves as a useful records management tool. This collaborative effort between records managers of similar agency records will also be significant in jointly coping with the new policy and innovation plans in the future.

Abstract

The act was designed to identify the introductory cases of the use of quick response (QR) codes in records management by public institutions and propose measures to enhance users’ satisfaction with their work. This study looked at the definition of the QR codes and the user services that can be provided by the records depository and reviewed the introduction cases using the codes. The reason QR codes are used by records depositors is that public institutions currently have a single-person system that specializes in records management. With the number of employees and the number of records becoming more extensive, explaining the contents of all tasks accurately as well as other professional contents to employees who lack understanding of the records management life cycle is becoming more difficult. The introductory cases were divided into information on how to register nonelectronic records, information on location and history of important records and administrative museum, and education on standard records management. The research was conducted by dividing the research team’s “Records Management Guide” (QR code status) into experimental groups and control groups for officials of the Busan Metropolitan Government. There were significant differences in the level of satisfaction with records management guidance depending on whether or not QR codes were used. When the first and second surveys were compared in December 2017 and March 2018, the results of the first survey averaged 2.94, but the second survey showed high results at 3.75 and was statistically significant. This can be said to be more satisfactory by introducing QR codes than guidance provided by existing type. Although this research examines introductory cases of records management by public institutions using QR codes and user satisfaction, future tasks are to be applied to Records Management System and document production systems so that completion can be improved.

Abstract

The National Archives of Korea and other archives now provide services through social media such as Facebook or Twitter, and use such platforms to interact with users. To be specific, users communicate with and get information from these archives via the National Sinmoongo, the place for civil petition. Therefore, it is significant to understand the users’ needs and the contents of the communication by analyzing the comments and petitions that have appeared in these channels. For this, this study analyzed users’ perceptions and information needs shared through social media and the National Sinmoongo of the National Archives of Korea. The social media content analyzed here were posts and comments from the Facebook accounts of the National Archives of Korea, e-Record, the Busan Archives, and the Presidential Archives of Korea. Also, sentences containing the words “National Archives of Korea” and “Presidential Archives of Korea” that have appeared in texts in the National Sinmoongo were analyzed. Based on the analysis results, suggestions that could activate the user-centered archival information services in the archives and records centers were made.

Abstract

In the 1990s, the Korean government enacted the Act on the Management of Records in Public Institutions to produce and register records. Since then, through the revision of the act in 2006, it was wholly amended into the “Public Records Management Act,” which presented significant changes with regard to the functions and roles from the former act. According to the new act, there are 17 metropolitan governments subject to the legal obligation of a local archive installation, but most of them are not planning for the establishment of local archives except Seoul and Gyeongsangnam-do in 2018. Therefore, this study surveyed 12 among the 14 record centers, which are the institutes that Daegu local archive will have managed, The current status of records management was analyzed, and records more than 30 years in the institutes were investigated.
