Abstract

Oral history research is carried out through collecting information about a living person. The data collected from an oral history project is not a mere fact or a mass of information but accounts of persons who reveal their own personalities. For this reason, oral history research and data collection and the use of such data must be based on rigorous ethical standards. The Bioethics and Safety Law shares a similar view on human subject research, and the Institutional Review Boards includes human subject research as a subject of review and management. However, the Bioethics and Safety Law's protection of personalities and human rights focuses on life sciences methodologies, which are not suitable for qualitative research, such as an oral history of a value oriented and critical approach to human beings. This study examines the details of the Bioethics and Safety Law related to human subject research and the problems that may arise when this law is applied to subjects in humanities and social sciences such as oral history. Through this study, alternative methodologies, which can be used for oral history research, while maintaining academic autonomy, are suggested.

Abstract

According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates “emulation” as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

Abstract

This study, as the basic research for making research records management policies, aims to define research records and analyze the value and characteristics of research records from an archives and records management perspective. For these purposes, this study defines research records and their types by reviewing related studies. In addition, this study analyzed the following research records values: (1) evidence of research integrity and accountability with regard to research misconduct; (2) information for a succeeding study and an honorable failure; and (3) an asset for intellectual property rights and technology transfer. Finally, this study extracted the following characteristics of the research records: (1) each type of documents, data, and materials; (2) the archival bond between program and records; and (3) the continuity of production and use of the records. The findings from this analysis could be considered in revising related laws and policies.

Abstract

Although ISO 25964-2 was introduced in 2013, existing research about it that can be used for analysis and basis for its application is scarce. This study analyzed the interoperability of vocabularies emphasized in ISO 25964-2. First, this study examined the mapping types of the concept sharing method. In addition, based on the mapping types, this study sought for and examined the interoperability method between a thesaurus and ontology. Lastly, this study has suggested a thesaurus and ontology interoperability model and designed and constructed an ontology model for administrative department names in Korea to verify the possible of the model.

Abstract

The purpose of this study is to analyze whether, in public organizations, a significant relationship can be found between transparency and information disclosure systems. The study also aims to analyze how the relationship has changed and whether political regimes and organization type matter for such changes. The meaning of information disclosure and the concept of transparency were reviewed through existing literature, the status of which was analyzed using related statistical data. Using a decade of disclosure rate and integrity index data from 2003 to 2013, the correlation between those two variables by political regimes and organization type was analyzed. To improve the information disclosure system and transparency in public organizations, ensuring the documentation of work process, providing the consumer with the information that he/she wants, and institutionalizing systems to evaluate transparency are important. The results of this study will be used as a basic material for understanding the relationship between the information disclosure system and transparency.

Abstract

Electronic record types are becoming diverse, and “composite electronic records,” which are made up of various types of electronic records associated with functionality or user interaction that does not exist in current electronic document formats, are increasing. To ensure a continuous access to composite electronic records, metadata construction is a prerequisite for electronic records archiving. In this paper, we propose a metadata that can support archiving of composite electronic records associated with interactive functionality. The common elements were derived from an analysis of both domestic and international file format registry projects, and metadata elements related to functional requirements were identified from the analysis of the records on nursing education e-learning contents. We proposed the metadata elements for archiving composite electronic records, which consist of 25 high-level elements and 138 subelements.

Abstract

Research records have become more important because of the increased significance of the preservation and use of such records. Therefore, many research institutions provide web-based research records archival information services. However, no evaluation of these research records services has been conducted, so problems arise that make discussing the current state of such services and their future improvement difficult. Therefore, this study evaluates web-based archival information services for research records and proposes ways to vitalize them. This study analyzes the characteristics of NTIS and NKIS, which are types of web-based archival information services for research records, and evaluates them using the same evaluation measures. Finally, this study recommends ways to improve web-based archival information services for research records.
