Abstract

The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues—presidential records’ category, management authority, designated representative, and production control—are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.

Abstract

Through the contents of press reports, this study is executed to identify what issues were treated intensively and how such issues have been reported by the press in the procedures of formation and changing of the records management system in the last 14 years. In order to achieve the study objective, histories of records management system were divided into Government of the People (1998-2002), former part of Participatory Government (2003-2005), latter part of Participatory Government (2006-2007), and the Lee Myung-bak administration (2008-2011). A total of 366 articles, which were reported in 7 newspaper companies in 14 years, were extracted and quantitative and qualitative analyses were executed.

Abstract

This study was aimed at investigating the job characteristics and job environment of records managers who are in archives of autonomous districts, find out the problems with the management of duties for local records managers, and deduce the improvement methods that could help records managers more efficiently perform their duties. Through literature review, the study investigated the concept of basic autonomous districts, the allocated summary and duties of records managers through with basic autonomous districts, and the present conditions and duties of the archives through autonomous Gu offices that were in study. Based on the theories of job characteristics and job environment factors, the study drew up a survey that encompasses the present demographic summary, job characteristics, job environment, and working conditions.

Abstract

Various types of records and archives would be producted in universities as a result of specialized tasks on education and research by experts. But most of the studies were focused on general areas in a university. This study was performed with the motivation, wherein management and preservation of university archives producted through various activities in a university should be uniform and are in need of increased awareness of university archives. Based on the background, this study aims to examine the importance and value of university archives related to endowment for university development. To achieve the goals, this study investigated the features and types of university archives related to endowment. Because most of universities have a department that raises endowment, this study performed an analysis and examination of the current status of management on endowment archives. Through this research, this study proposed a model for management of university archives related to endowment.

Abstract

This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

Abstract

Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the “Socrata" and “CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments’ data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.

Abstract

This study is analyzed by examining the records management systems that are built to use comfortably and manage the records of universities efficiently. This paper analyzed the current status of the records in Chonnam National University (CNU), unit task, function, and organization. As a result, CNU has 127 sections that treat 1,625 unit tasks. The unit task involved in education accounts for 85.91%. The problem is that unit tasks are not organized unequally. It can seem to include some problems in classification and analysis of work when unit tasks are even, more or less, in a particular area. Functional classification in universities are also unequally organized. In universities, functional classification in the field of administration is detailed, while functional classification in the field of research is small in quantity. A more efficient records management will be done if work and function about organization are formed appropriately.

Abstract

This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users’ perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries’ Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives’ Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users’ needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users’ research interests and to provide the compilation of selected records crucial for research.

Abstract

This study suggested the interoperability of authority scheme between archives and libraries having an international authority schemes. First, this study examined the standard of archival authority ISAAR (CPF) and EAC-CPF and the library authority model FRAD, analyzed the similarities and differences between them. Finally, this study ascertained the interoperability between authority control schemes. In each area, Archives and libraries have announced the proposal to develop authority control, but the directions of two institutes was identical by and large. The direction of development of authority scheme included extending the relationship between entities, sharing the records at the international level, and actively conducting the exchange of information within other organizations.

Abstract

The current study aims at reviewing digital archives and preservation research trends from diverse disciplines in order to shed light on what have been accomplished so far as well as what should be done to make progress. A total of 115 research articles have been selected from 2 journals of archival science and 28 journals of library and information science, computer science, and others. Selected articles are categorized into four subject areas. For each subject area, research trends are reviewed.
