Abstract

When migrate electronic records, the validation of the required metadata in electronic records and verified with the metadata in the document are also important. This paper presents a method and implements a tool to extract data from files in various formats and use them to validate metadata associated with the files in electronic records. Compared to other metadata extraction tools, especially developed in foreign countries, the standard form of documents used in Korean government is taken into account and metadata is extracted from the content of files. The tool compares the extracted data to encapsulated metadata for validation.

Abstract

With technological and cultural changes around web and mobile networks, SNS would be considered as an important tool for information sharing. Especially, SNS represented Facebook and Twitter is being new paradigm for communication. This study seeks to methods to provide a service user participation and cooperation and expands use and access to archival information service through SNS. To achieve the goals, this study proposed a method to provide effective archival information service through literature research. Also, the proposed service was implemented with system design and components.

Abstract

This study confirmed the structural concept and preliminary statements based on concept definition of archival service quality, conducted statistical analysis, and developed the service quality scale equipped with validity and reliability. Developing the scale is unique for pubic institutions and expected to play a practical role in presenting for each archive more effective operation method to enhance service quality by diagnosing its status and identifying the differences from other archives.

The BMS(Bussiness Management System) included conferences, directions, memo system and operated bussiness classification based on. The high valued BMS contains many faulty functions managing records. A purpose of this study is analyzing BMS in archival science. Morever, this study deals with resolving problems for seamless flow managing records.

Abstract

The purpose of this study is to analyze the 7 principles of ISO 30300 and the requirements of ISO 30301 to provide the conceptual frame of MSR for various organizations providing a comprehensive understanding of the standard series. To achieve the aim of this study, we analyzed the relationship between ‘ISO/FDIS 30300 MSR—Fundamentals and Vocabulary' and ‘ISO/FDIS 30301 MSR—Requirements' using the Matrix Diagram approach. The results show that there exist some level of relationships between principles and requirement either directly or indirectly, however, ‘Process approach’ principle seems the closest relationship among them.

Abstract

The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

Abstract

Since ‘the National Assembly Electronic Document System’ was introduced in September 2004, the amount of electronic records production in the Nation Assembly has been on a rapid increase. The number of electronic records which ‘the National Assembly Records Management System’ took over until September 2011 is ‘240,000’, 72% of the total transferred records. However, the National Assembly's electronic records management has a number of serious problems concerning electronic records long-term management and preservation. In the context, this study aims at discussing alternative strategies for effective management and preservation of the Nation Assembly electronic records. In the theoretical aspect, it reviews ‘parliament records’ definition and management trend. As a case study, it explores the present state of ‘the National Assembly Records Management System’ ranging from legal aspects to technical aspects. Based on these researches the study critically analyzes the Nation Assembly’s electronic records management in comparison with overseas cases. As a result it provides alternative plans of four major areas, including law, management body, management object and technical system, to improve the National Assembly’s electronic records management.

Abstract

This study investigated the perception and experience of users who visited in Seoul office of the National Archives, a branch of the National Archives of Korea(NAK). For collecting data, the study utilized the Researcher Survey Toolkit developed by Archival Metrics Project and revised the questionnaire to reflect services of NAK. Questionnaires completed by 47 users were collected and analyzed, and interviews with one survey respondent and two staff were performed. It was found that the purpose of the visit is mostly to identify records that prove land ownership of users' ancestors. Types of records frequently used were also those concerning lands and forests. User feedback on the staff was generally positive, and users perceived them to be helpful and kind. However, there was an opinion that the staff did not provide accurate information about whether NAK hold records that the user wanted to find. The staff also said that it was challenging to confirm where requested records are located when providing services for users. User evaluation on the usefulness and the ease of use of NAK portal services was not very positive, and it was perceived to be very inconvenient to search in the portal. Overall, users were satisfied with the services of NAK, although some users suggested that services need be provided efficiently, and NAK must clarify the criteria for the non-disclosure of public records.

Abstract

It is necessary to diagnose the standard record management system when the system is being spread out to entire public organization and institutions. This study aims to analyze the standard record management system for improving system and revising the related standards in the future. This study evaluates the satisfaction on the interface and functional quality of the system through questionnaire survey on records managers. It is found that the satisfaction of functional quality is just above the line, but the interface fails to satisfy records managers. Also the reliability of the system appears to be higher satisfaction than efficiency and usability. Therefore, the study suggests that the standard records management systems should try to improve ‘easy of use’ and effectiveness and efficiency by implementing heavy batch job and promoting modulation of key function. And the study emphasizes that the standards will be revised with the long-term plan in order to develop standard records management system systematically and continuously.
