Abstract

The current study aims at reviewing electronic records research trends published during the past 11 years, in order to shed light on what have been accomplished so far as well as what should be done to make progress in the field of archival science. A total of 57 research articles have been selected from 2 journals from archival science and 3 journals from library and information science. Selected articles are categorized into 8 subject areas. For each subject area, research trends are analysed. Where further research are needed are also identified. Implications from the analysis are addressed in terms of the need of empirical studies and sound research methodology as well as of the necessity of establishing consensus on what constitutes academic research in archival science.

Abstract

The purpose of this study is to suggest EAD mandatory elements to share finding aids among the Archival Institutions of Korea. Three foreign EAD best practices for case studies: the EAD Best Practice at the Library of Congress(2008), the RLG Best Practice Guidelines for Encoded Archival Description(2002), and the OAC Best Practice Guidelines for Encoded Archival Description (2005) were analyzed. In addition, the Archival Description Rules(2008) as the data content standard of Korea and the descriptive elements which are were being used at Archival Institutions of Korea were analyzed. Based upon the results of comparisons among EAD elements, in-depth interviews were performed to investigate which EAD elements should be included in finding aids as a matter of exchange format. Based upon the literature review, case studies, and interviews, the rules and EAD elements for the archival institutions in Korea were designed and suggested.

Abstract

It is an important issue in Korea archive field to prepare for systemic management of electronic records and transferring of electronic records in 2015. The purpose of this research is to come up with implication for Korea through the analysis of ERA of NARA. First of all, this study analyzed that the current status and history of electronic records management of NARA, the requirements document for electronic records, and use procedure of ERA. This paper suggests on the basis of these analyses that major considerations such as organization, gradual progression, and improvement of operation system are important and necessary to make a solution for electronic records management.

Abstract

In this article, the author introduces the paradigm shift in archival studies that occurs in north America. Although the dominant paradigm in the archival studies-the positivism paradigm-greatly contributed to build modern archives in Europe and north America, during last decades, new ideas and technologies led the archival communities to re-identify their social roles and powers and to adopt new values of archives and archivist. This essay argues that this changes is essential to our future and we understand the nature of the changes from the broader interdisciplinary perspective of archives studies, information studies, and history.

Abstract

Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives man- agement was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively.

Abstract

The amount of audio-visual records production is growing rapidly and its formats are various. However, the audio-visual records are hardly managed and transferred. There are four different problems for checking how to transfer and manage audio-visual records of the central government: production and register, management and utilization, transfer, and dedicated program management. For solving these problems, the study proposes the development of process tools for audio-visual records, such as dedicated processes and S/W; the standardization of audio-visual records' management; the changes of audio-visual records officer's recognition; the need to educate dedicated audio-visual records managers; the recruitment of professionals dedicated to audio-visual records in the National Archives of Korea. Additionally, it is necessary to make an effort into practical use and preservation of audio-visual records.

Abstract

The National Assembly of R.O.K. has established and developed parliamentary democratic system up to now since the Constitutional Assembly in 1948. However, in order to establish and develop the management system that reflects an inherent character of the parliamentary minutes, lots of things are yet to be improved in institutional and operational aspects. This study aimed to propose the proper management system and improvement methods of the parliamentary minutes by comparing & analyzing minutes management cases of major foreign countries having a long history and the minutes of the National Assembly of R.O.K. First, it is necessary to make in-depth discussions about methods for reorganizing administrative system for the efficient production and management of the parliamentary minutes. Second, for the guarantee of the parliamentary minutes, systematical management based on laws is needed. The various types and value and characteristics involved in the minutes of the National Assembly can be said to start with a congressman, a representative the Nation and a member of the National Assembly. Accordingly, the minutes of the National Assembly produced from parliamentary members who were elected by the people must be freely utilized by the people.

Abstract

This paper suggests the methods of curriculum-standards analysis and collection analysis. This paper also designs the sample of archival contents for education based on this methods. This paper intends to verify the methods and to suggest a model of archival contents for education available in connection with the curriculum-standards by designing the archival contents for education on national unification in high school classrooms.

Abstract

Owing to changing work environment and increasing uncertainty, risk management in records management area is becoming more important to secure work legitimacy and to increase the value of information for future. While risk factors in traditional records management were mainly focused on the preservation function, those in current records management were directly coupled with those of overall work processes which produce, distribute, and utilize records because information technologies make the relationship between works and records closer. This study proposes a set of risk management factors and strategies in records management based on the overall risk management framework of ISO 31000. Moreover, ARMA's works areas and NIST's systems areas were applied to form the risk management processes in records management, and ISO's records management standards were used to suggest the checklists for the processes in both areas, especially with ISO TR 26122 for work processes, and ISO 16175-3 for the context of records.

Abstract

Archival arrangement is essential process to preserve the context of art archives creation and accumulation while classification is important to search archival collections by their topic, type or business process. But archival arrangement is not being taken seriously in most art archives in Korea. The purpose of this study is to analyse the arrangement and classification issues of art archives in Korea, and to suggest some principles and strategies for organizing art archives more systematically. This paper begins with identifying the difference between arrangement and classification and analyses some cases of visual and performing art archives in Korea and United States in terms of archival organization. Based on these analyses, it gives some suggestions for improving the quality of arrangement and classification in Korean art archives.
