초록

2020년 ｢공공기록물에 관한 법률 시행령｣ 개정에 따라 행정정보 데이터세트 기록관리 방안이 법제화되며, 국가기록원은 행정정보 데이터세트 기록관리 업무를 지원하기 위해 행정정보 데이터세트 종합관리시스템을 구축할 계획을 밝혔다. 하지만 데이터세트와 관리기준표의 특성을 고려한 구체적인 서비스 방안은 부재한 작금이다. 이에 본 논문은 국내⋅외 공공데이터 포털 및 기록관 웹사이트 14곳을 대상으로 데이터세트 서비스 현황을 비교 분석하고 시사점을 도출하여 행정정보 데이터세트 종합관리시스템에 적용 가능한 서비스 방안 6가지를 제안했다. 본 연구의 결과가 행정정보 데이터세트 활용 및 서비스 활성화로 이어지기를 기대한다.

Abstract

According to the amendment of the Enforcement Decree of the Public Records Management Act in 2020, an administrative information dataset record management plan will be enacted, and the National Archives of Korea plans to establish an integrated administrative information dataset management system to support it. However, there is no specific service plan that considers the characteristics of the datasets and the Management Reference Table. Therefore, this paper compared and analyzed the current status of dataset services at 14 domestic and foreign public data portals and archives websites, derived implications, and proposed 6 service plans applicable to the integrated administrative information dataset management system. This study's results will lead to utilizing the administrative datasets and the activation of services.

Abstract

Seongbuk Village Archive is a village archive built by Seongbuk-gu Office and Seongbuk Cultural Center to contain the uniqueness and specificity of the region. It is a community archive that preserves the records of the community and a digital archive that builds a database through the digitalization of source data. The management system and home page were established through annual and step-by-step promotion through public-private governance. Seongbuk Village Archive’s system is designed to facilitate data accumulation and connection between individual records based on the advanced village record standard classification system. Based on this, Seongbuk Cultural Center tried to produce convergence cultural content by linking records online and off-line. In addition, the composition of items displayed on the website has been diversified to not only preserve records but also produce and utilize content. It is a structure created after contemplating how to show the creation and existence of Seongbuk’s historical and cultural resources to users in context. In addition, a richer archive platform was built through various curations and activities of the resident record group.

본 연구는 기록관리 전문직의 경험 이면에 있는 인식과 그 의미를 해석하여 현재 처한 상황과 핵심 역량을 도출하고, 이를 토대로 전문가단체의 교육 서비스 방향을 모색하는 데 목적이 있다. 해석현상학적 연구방법을 통한 질적 데이터 분석 결과, 본 연구는 기록관리 현장의 요구 상황, 기록관리 전문직 핵심 역량, 교육 서비스 방향의 3개 범주와 10개 상위주제, 30개의 하위주제와 82개의 의미단위를 생성하였다. 이를 기반으로 전문가단체의 교육 서비스 방향으로, ‘업무 혁신을 위해 외부 동력을 확보할 수 있는 기회 제공’, ‘기관 간 소통 및 공론화를 위한 학습 기회 제공’, ‘새로운 파트너십과 실질적인 학습 기회 제공’을 제시하였다. 본 연구는 현재 기록관리 전문직이 처한 상황 속에서 실질적으로 요구 받고 있는 핵심 역량을 파악함으로써 전문가단체가 집중하여 지원해야 할 주요한 교육 서비스 방향을 도출하였다는 데 그 의의가 있다.

Abstract

This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

전자적으로 생산된 공공기록물은 생산과 동시에 편철되고 보존기간이 부여되며 일정기간이 지나면 영구기록물관리기관으로 이관되어 보존된다. 이관 시 기록물관리 담당자가 기록물 분류정보를 확인하고 품질을 일정 수준으로 유지토록 해야 하지만, 이관된 기록물의 분류는 기록물 정리/기술 업무로 편성되어 있고, 대부분의 정리/기술 업무는 수작업에 의존하고 있어 당해 연도에 처리해야 할 기록물 수량을 맞추기 어려운 실정이다. 이에 본 연구는 이관 기록물 분류 업무의 효율화와 일관된 기준을 유지하기 위한 방안을 제안하고자 한다. 이를 위해 먼저 국가기록원에서 수행하고 있는 현행의 기록분류 업무 프로세스를 분석하고 개선 요구사항을 수렴하여 분류 업무의 수작업을 최소화하기 위한 방안으로 이관된 기록물의 편철 정보, 즉 목록에 기반한 분류 이상치 후보를 판별하는 과정을 도출⋅체계화하였다. 나아가 제안한 이상치 판별 프로세스를 실제 국가기록원으로 이관된 기록물을 대상으로 적용하고, 그 결과를 규격화하여 추후 기계학습에 활용 가능한 학습데이터 형식으로 구축하였다. 본 연구의 궁극적인 목적은 지능형 전자기록 관리 환경 구축을 위한 사전 단계로, 기록관리 업무 내 기계학습 기법이 적용 가능한 문제 유형을 선별하고 자동화하는 방안을 모색하고자 한다.

Abstract

Electronic public records are classified simultaneously as production, a preservation period is granted, and after a certain period, they are transferred to an archive and preserved. This study intends to find a way to improve the efficiency in classifying transferred records and maintain consistent standards. To this end, the current record classification work process carried out by the National Archives of Korea was analyzed, and problems were identified. As a way to minimize the manual work of record classification by converging the required improvement, the process of identifying outlier candidates based on a list consisting of classified information of the transferred records was proposed and systemized. Furthermore, the proposed outlier discrimination process was applied to the actual records transferred to the National Archives of Korea. The results were standardized and constructed as a training data format that can be used for machine learning in the future.
