기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.
Abstract
Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

영상기록물은 최근 많은 이용자들이 선호하는 매체이며, 방송영상이 중요해짐에 따라 이용 요구도 많아지고 있다. 그러나 현재 국내 대다수의 방송사 아카이브 기관들은 내부 직원을 위한 아카이브 서비스를 제공하고 있을 뿐, 일반 대중들을 위한 적극적인 기록정보서비스를 제공하고 있지 않다. 이 연구에서는 특히 해외 공영방송사 아카이브 사이트에서 일반 대중을 대상으로 제공하는 온라인 기록정보서비스를 살펴보고 국내 방송사 서비스의 개선방안을 제시해보고자 하였다. 이를 위해 온라인 접근성, 검색 및 온라인 열람 그리고 아웃리치(확장) 서비스라는 3가지 서비스영역의 기준을 설정하고, 이에 의거하여, 각 영역별로 해외 공영 방송사의 서비스를 살펴보고 분석하였으며, 국내 공영 방송사 현황을 살펴보았다. 이를 바탕으로 국내 공영방송사에 대한 일반 대중들을 대상으로 한 온라인 검색 및 자료의 제공, 다양한 아웃리치 서비스의 개발, 이용층의 확장 등, 기록정보서비스 개선 방안을 제시하였다.
Abstract
In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records’ use has increased. However, most broadcasters’ archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters’ web-based services and the public broadcasting companies’ current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.

최근 각국은 정부 데이터 개방을 위한 데이터 플랫폼을 구축하고, 행정정보데이터세트 등 다양한 데이터를 민간에서 웹을 통해 자유롭게 활용하도록 하고 있다. 이 연구는 전 세계적으로 가장 많이 활용되는 대표적인 오픈 데이터 플랫폼인 소크라타와 CKAN의 기능을 분석하고, 각국의 활용 사례를 살펴보았다. 그리고 서울시의 데이터세트 서비스 현황을 사례로 검토하여, 오픈 데이터 플랫폼을 적용한 지방자치단체의 데이터세트 관리 및 서비스 방안을 개념적으로 제시하였다. 이를 통해 기록으로서의 데이터세트 서비스 제공을 위한 지방자치단체의 장기적인 보존과 관리체제 방안을 제도적 측면과 데이터의 생산 및 관리 측면, 서비스 측면 및 플랫폼의 선택 등 다양한 측면에서 제시하였다.
Abstract
Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the “Socrata" and “CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments’ data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.

본 연구에서는 기록관 웹사이트의 검색어 분석 결과를 이용자들에 대한 기록 정보서비스에 효과적으로 활용할 수 있을지 알아보고자 하였다. 특히 검색어 분석을 콘텐츠서비스 등 기록정보서비스 개발의 한 방법론으로 검토해보고자 하였다. 이를 위해 공기록관이자 주제기록관으로서 일반 이용자들의 폭넓은 관심을 끌만한 특징을 가지고 있는 대통령기록관의 검색어 데이터를 수집하여 분석하였다. 대통령기록관의 웹사이트 검색어 분석 결과는 (1) 일반 검색어 분석; (2) 대통령 이름별 분석; (3) 검색어 주제 영역 분석 등 세 가지로 제시되었다. 검색어 분석 결과는 콘텐츠서비스 및 웹사이트 메뉴 설정, 전시, 교육 등 다양한 서비스에 실질적으로 활용될 수 있을 것으로 판단되었다.
Abstract
This study investigated whether search terms analysis of archival Web sites could be utilized effectively for archival information services. The focus was on designing a methodology which brings the search terms analysis and development of archival information services closer, especially for the contents services. The data were collected from the Presidential Archives because it can be characterized as a public archives as well as subject archives. It also tends to draw interests from a broad range of general public. The analysis was conducted with respect to three dimensions: (1) general search terms; (2) names of individual president; (3) subject categories of search terms. The results of search terms analysis have a number of practical implications for developing archival information services including contents services, decision on the menu of the Web sites, exhibition, and education.

기업의 기록관리를 통한 가치창출과 편익제고는 공공기관의 기록관리와 견주어도 부족함이 없는데 우리나라의 기업기록관리에 대해서는 아직까지 가이드라인도 제정되어 있지 않다. 글로벌 기업들은 업무과정의 산출물인 기록을 정보자산으로 축적하고 이용하여 업무의 시행착오를 줄이며 경쟁력을 강화해 나가고 있다. 우리나라 기업들도 기록관리에 대한 필요성은 공감하면서도 현용기록관리보다는 사사편찬이나 사료관리 등 비현용기록관리가 대부분인 실정이다. 따라서 이 연구에서는 우리나라에서 성공적으로 기록관리를 하고 있는 K사의 사례연구를 통하여 기업의 현용기록 축적과 이용을 통한 가치와 편익을 찾아보고, 기업기록관리를 활성화할 수 있는 방안을 제안하고자 했다. 이와 함께 4차 산업혁명시대의 중요한 자원인 데이터를 축적하고 이용하는 빅데이터 플랫폼으로서의 기업기록관리를 조명하며 기업기록관리의 활성화 방안을 제시하였다.
Abstract
The creation of value and the enhancement of benefits through records management by enterprises are comparable to those by public institutions. However, Korea has yet to establish guidelines on corporate records management. Global companies are strengthening their competitiveness by reducing trial and error in their work through the accumulation and use of records as information assets, which serve as the output of their work processes. While Korean companies agree on the necessity of corporate records management, most of them are concerned with archival (noncurrent records) management, such as historical compilation and historical data management, rather than records (current record) management. Therefore, through a case study of a K-company with effective records management, this study identifies methods to promote the accumulation, use, and management of corporate records in line with the search of value and benefits. Moreover, the company emphasizes the management of corporate records as a big data platform that accumulates and uses data, which is an important resource in the era of the Fourth Industrial Revolution, and proposes measures for their revitalization.

많은 해외 기업들은 기업 현용 기록을 정보 자산으로 관리하고 보호한다. 그러나 한국 기업은 일부 공기업을 제외하고는 대부분 현재 대부분 현용기록 관리가 안 되고 있다. 이에 본 연구에서는 채용 사이트에서 해외기업의 레코드 매니저에 대한 채용 광고에 나타난 직무 내용을 분석하고, 그들에게 요구되는 업무 범위를 파악하고자 하였다. 본 연구에서는 해외 채용사이트에서 레코드 매니저를 고용하는 광고를 낸 28개 기업을 조사 분석하였다. 조사 대상 해외 기업은 한국 표준 산업 분류 (KSIC)에 따라 분류한 후 관련 업종을 5개 업종으로 재분류하였다. MAXQDA 2020을 활용하여 직무에 대한 기술 내용을 분석하였다. 5개 분야에서 요구하는 직무 범위는 공통업무와 특별업무로 구분하여 살펴보았다. 직원에 대한 기록관리 교육과 직원들과의 협력이 가장 많이 언급되었고, 정책, 지침, 프로세스의 수립, 데이터 관리와 시스템 구현 및 관리, 그리고 법적 요청 대응 및 컴플라이언스 업무 등이 공통적으로 많이 요구되는 업무로 나타났다. 기록 전문가들은 이러한 역량을 키워야할 것이다.
Abstract
Most overseas companies manage and protect their current records as information assets. However, Korean companies lack current records management except for some public companies. This study analyzes job descriptions from job search websites to determine the work scope that overseas companies require for records managers. In this study, 28 overseas companies that tried to hire records managers from job search sites were surveyed. Companies hiring records managers were classified according to the Korea Standard Industrial Classification (KSIC) and then reclassified into five industrial groups. Afterward, job description content was analyzed through MAXQDA 2020. The work scope required by companies in five industry groups was divided into common and special work areas. Records management education and cooperation with employees were most often mentioned, as well as the establishment of policies, guidelines, and processes. Moreover, data management, systems implementation and management, and responses to legal requests and compliance work were commonly required tasks. Thus, records professionals must develop these competencies.
