초록
지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 기계공학 분야 연구자들의 연구데이터 생산과 관리에 대한 인식과 경험을 조사하고 해당 분야의 연구데이터 관리와 서비스를 위한 시사점을 제안하는 것을 목적으로 한다. 국내외 연구기관의 연구데이터 관리 및 서비스에 대해 알아보고, 국내 기계공학 분야 연구기관의 소속 연구자들을 대상으로 심층 면담을 실시하여 ‘연구데이터, 책임있는 연구수행과 연구윤리 준수, 연구데이터 관리의 효용성 및 효과성, 연구데이터 공유의 가치’ 등 4개의 주요범주로 연구데이터 생산과 관리에 대한 인식과 행태를 분석하였다. 기계공학분야 연구데이터 관리와 서비스를 위해서는, 생산과정과 유형, 형태에 대한 데이터 조사를 실시하여 명시적 메타데이터와 암시적 맥락정보의 수집이 필요하며 데이터학술지에 데이터 논문을 출판함으로써 연구실적으로 인정하는 방안을 제안하고 안전한 데이터 관리와 연구자들간의 소통을 지원하는 클라우드 기반 시스템 등의 인프라 마련이 필요하다. 또한 연구 현장의 다양한 관계자들이 조직적 차원의 연구데이터 관리와 서비스에 대한 역할과 책임을 배분하는 것이 중요함을 제언하였다.
Abstract
This study aimed to examine the perception and experience of researchers in the field of mechanical engineering on research data creation and management, and suggest implications for research data management and services in the field. Research data management and services of domestic and foreign research institutes were investigated, and in-depth interviews were conducted with researchers belonging to domestic mechanical engineering research institutes to analyze the perception and conduction of research data creation and management according to four major categories: “research data, accountable conducting of research and compliance with research ethics, utility and effectiveness of research data management, and the value of sharing research data.” To ensure effective research data management and services in mechanical engineering, it is necessary to conduct a data investigation on the process, type, and form of production to collect explicit metadata and implicit contextual information. It is also necessary to propose a plan to recognize research results using the publication of data journals and to prepare infrastructure such as a cloud-based system that supports safe data management and communication between researchers. In addition, it suggests that it is important for various officials in the research field to allocate roles and responsibilities for research data management and services at the organizational level.

본 연구는 국가기록원의 분원인 서울기록정보센터의 방문이용자들을 대상으로 기록정보서비스에 대한 그들의 인식과 경험을 조사하는 것을 목적으로 하였다. 이를 위해 북미에서 수행된 아카이브 매트릭스 프로젝트(Archival Metrics Project)의 이용자 설문지를 수정 보완하여 설문 도구로 활용하였으며, 이용자와 직원에 대한 면담도 실시하였다. 47명의 설문 데이터와 이용자 1명 및 직원 2명에 대한 면담데이터 분석 결과, 이용자의 방문목적이 조상의 토지소유 확인을 위한 증거자료 수집에 집중되어 있으며 이용되는 기록의 유형도 토지․임야관련 자료에 편중되어 있음을 알 수 있었다. 직원에 대한 이용자의 인식은 긍정적인 편이었으며 직원이 기꺼이 도움을 제공하고 친절하다는 의견을 나타냈다. 그러나 기록의 소장여부에 있어 직원이 정확한 정보를 제공하지 못한다는 의견이 있었고 직원 역시 기록 부존재에 대한 사실 확인이 어렵다는 것을 문제점으로 인식하고 있었다. 나라기록포털의 유용성과 이용의 용이성에 대한 이용자 평가는 높지 않은 것으로 나타났으며 이용자들은 나라기록포털에서의 검색이 매우 불편하다는 의견을 보였다. 이용자들은 국가기록원 서비스에 대하여 전반적으로 만족한다고 응답하였으나 몇몇 이용자들은 보다 신속한 업무 처리와 비공개자료의 기준을 명확히 할 것을 제안하였다.
Abstract
This study investigated the perception and experience of users who visited in Seoul office of the National Archives, a branch of the National Archives of Korea(NAK). For collecting data, the study utilized the Researcher Survey Toolkit developed by Archival Metrics Project and revised the questionnaire to reflect services of NAK. Questionnaires completed by 47 users were collected and analyzed, and interviews with one survey respondent and two staff were performed. It was found that the purpose of the visit is mostly to identify records that prove land ownership of users' ancestors. Types of records frequently used were also those concerning lands and forests. User feedback on the staff was generally positive, and users perceived them to be helpful and kind. However, there was an opinion that the staff did not provide accurate information about whether NAK hold records that the user wanted to find. The staff also said that it was challenging to confirm where requested records are located when providing services for users. User evaluation on the usefulness and the ease of use of NAK portal services was not very positive, and it was perceived to be very inconvenient to search in the portal. Overall, users were satisfied with the services of NAK, although some users suggested that services need be provided efficiently, and NAK must clarify the criteria for the non-disclosure of public records.
