초록
대통령기록관은 대통령의 국정 운영 기록 및 대통령과 관련된 역사적 기록물을 수집하고 관리하여 국민에게 제공함으로써 국민의 알권리를 충족시키는 특수기관임에도 불구하고, 대통령기록관에 대한 국민의 인지도 및 관련 연구는 미흡한 편이다. 또한 기록관의 현 과제는 보존과 관리도 중요하지만 그에 못지않게 공유․활용․확산에 대한 서비스 제공에 초점을 두어야 할 시점이다. 이에 본 연구는 국민들에게 대통령기록관을 보다 효율적으로 활용하고 홍보할 수 있는 다양한 서비스를 개발할 필요성에 천착하여, 오늘날 각광받고 있는 스토리텔링 전시방법을 제안하였다. 이를 통해 대통령기록관에 대한 긍정적 인식을 제고하고, 유아 및 초등학생들의 단체 방문을 유도할 수 있으며, 향후 기록물 수집정책이나 전시기획에도 도움이 될 것이다.
Abstract
The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people’s right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

본 문은 중국의 기록물 공개 및 서비스에 관한 제도와 인터넷을 통한 온라인 서비스 현황을 고찰하였다. 중국의 기록물공개와 서비스 제도의 고찰을 위하여 1949년 중화인민공화국 성립 후에 반포된 각종 법규의 기록물의 공개와 서비스에 관한 주요 내용을 살펴보았다. 중국 기록관의 온라인 서비스 건설 현황 및 북경시기록관 사이트의 인터넷을 통한 온라인 서비스를 분석하였다.
Abstract
In this study, system of opening of archival documents and providing reference services and archives web service in China have been reviewed. Throughout laws and regulations of archives management since found the People´s Republic of China, related to opening of archival documents and providing reference services are analyzed. This paper also consider the present condition of archives web service in China and web service of Beijing archives.

본 연구는 국가기록원의 어린이 교육 프로그램의 활성화를 위한 개선방향을 도출한 것이다. 이를 위해 어린이 교육 프로그램을 활발하게 실시하고 있는 국내외 사례를 조사하고, 시사점 분석을 통해 국가기록원에 적용 가능한 정책, 조직·인력, 프로그램 분야별 개선방안을 제시하였다. 정책 분야에 있어서는 어린이 교육 프로그램의 정책적 명문화를 제안하였고, 조직·인력 분야에 있어서는 전담조직 및 직원의 배치를, 프로그램에 있어서는 다른 문화기관과 차별화된 교육 프로그램의 제공을 제시하였다.
Abstract
The goal of this study is to suggest a scheme to vitalize the National Archives of Korea’s education programs for children. For this we researched the cases in Korea and abroad operating education programs for children actively. Through analysis we suggested a course of improvement to vitalize the National Archives of Korea’s education programs, policy, organization, staff for children. For an area of policy we suggested a stipulation of education program and an exclusive organization and staff placement for an area of organization and staff, an education program which is different from other cultural organization for a program.

대통령기록물은 당시의 사회성과 국정 운영에 대한 설명책임을 지니고 있는 기록물로써 대통령기록관에서는 이를 보존․관리하며 서비스 하고 있다. 그러나 대통령기록관에서 제공하는 검색시스템과 온라인콘텐츠는 이용자가 이용하는데 불편함이 있다. 보다 나은 기록정보서비스의 확장을 위해 노무현대통령 재임기간에 생산된 기록물을 이용하여 LOD(Linked Open Data)를 통해 이용자들이 편리하게 이용할 수 있는 기록정보서비스를 제공하려 한다. 구체적인 방안은 3단계로 나누었으며, 1단계는 구축방법 설정, 2단계는 온톨로지 설계, 3단계는 RDF변환 및 타 기관과의 연계방안이다. 이를 통하여 대통령기록관의 기록정보 서비스 확장방안을 제시하였다.
Abstract
The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

국가기록관은 국가적 보존가치가 높은 중요 기록물을 소장하고 있는 곳이며, 교육과 연구에 도움이 되는 다양한 자료와 정보를 보유하고 있는 곳이다. 따라서 웹사이트를 통해 기록물에 대한 서비스를 효과적으로 제공한다면 현재 이용자의 기록정보서비스 만족도를 높이고, 잠재적 이용자를 개발할 수 있다. 본 연구에서는 국가기록관 웹사이트 평가에 적합한 지표를 개발하고 이 지표를 이용하여 국내외 국가기록관 웹사이트를 평가해봄으로써 국가기록원 웹사이트의 개선안을 영역별로 제안하였다.
Abstract
This study is aimed to evaluate the national archives websites and to propose improvement schemes for National Archives of Korea(NAK)'s website. As the first step to develop the evaluation indicators, this study investigated the roles of national archives and features of national archives websites through literature review. Second, it developed the evaluation indicators for national archives websites to evaluate the websites on the basis of previous studies. The evaluation indicators are composed of 3 evaluation areas, 10 evaluation items, and 42 evaluation questions. Third, evaluation was conducted to examine the present state of national archives websites in United Kingdom, United States, Australia, Canada and Korea.

디지털 트랜스포메이션 시대를 맞이하여 기존 제도적․행정적 측면을 강조하던 전통적인 시각에서 벗어나, 기록관리 영역에 신기술이 적용되기 시작하였다. 이에 본 연구는 지능화 선진 기술을 적용한 국내외 기록관, 도서관, 박물관의 서비스 현황을 분석하여 그 차이를 규명한 다음, 분석 결과를 토대로 지능형 기록정보서비스 적용 방안을 제안하고자 한다. 조사 대상에 기록관 이외에 도서관, 박물관을 포함한 이유는 해당 기관들이 정보서비스 제공 기관으로서 하나의 범주로 포괄되기 때문이며, 이들 기관을 대상으로 문헌 연구 및 사례 연구를 수행하였다. 국내외 사례 비교를 통해 도출된 시사점을 바탕으로 기록관에 지능형 기록정보서비스 적용을 위한 선결 조건, 적용 시 문제점, 적용방향에 대하여 정리하였다. 본 연구 결과를 통해 변화된 전자기록환경에 적합한 지능형 기록정보서비스 모델 수립에 도움이 될 수 있을 것이라 기대한다.
Abstract
In the era of digital transformation, new technologies have begun to be applied in the field of records management, away from the traditional view that emphasized the existing institutional and administrative aspects. Therefore, this study analyzed the service status of archives, libraries, and museums applied with advanced intelligent technology and identified the differences. Then, we proposed how to apply intelligent archival information services based on the analysis results. The reason for including libraries and museums in the research is that they are covered by a single category as an information service provider. To achieve our study aims, we conducted literature and case studies. Based on the results of the case study, we proposed the application strategies of intelligent archival information services. The results of this study are expected to help develop intelligent archival service models that are suitable for the changed electronic records environment.

기록관·도서관·박물관은 각자가 다루는 자원은 다르지만 서비스 부문에서는 여러 공통점을 지니고 있다. 특히 교육 분야에서는 다양한 자료와 관점을 아우르는 통합적인 서비스가 필요하기 때문에 향후 각 문화유산기관들은 효율적인 교육서비스를 제공하기 위해 서로 협력할 필요가 있다. 이에 본 연구에서는 협력의 필요성을 제고하고, 국외와 국내에서 문화유산기관이 협력하여 서비스를 제공한 사례를 분석했다. 특히 각 기관에서 이루어지는 교육서비스의 현황을 분석함으로써 그 공통점과 특화된 영역을 제시하여 향후 교육서비스 모형을 개발할 때 참고할 수 있도록 설명하고자 했다. 이러한 분석을 바탕으로 국내에서 문화유산기관의 협력을 활성화시키기 위한 방안을 제시하고, ADDIE모형을 적용한 개발 프로세스를 통해 교육서비스 모형을 제시했다.
Abstract
Traditionally, archives, libraries, and museums have been known to have common responsibilities in providing public service, despite of their differences in the nature of holdings. Recently, these institutions, which are keeping archival materials, increasingly collaborate with each other to provide effective integrated user service in educational programs. The study highlights the importance of collaboration among cultural institutions and analyzes the exemplary cases inside and outside Korea. By analyzing the current educational services conducted by the institutions, focusing on weaknesses and strengths, the authors mention that the analysis results can be referred to them when developing a model of educational services. Based on the analysis, this study finally offers a plan to activate the collaboration of cultural heritage institutions in Korea and develop a model for educational services using the ADDIE model.

김대중도서관은 아시아 최초의 대통령도서관으로 25만여 점의 사료를 소장하고 있는 민간대통령기록관이다. 주로 김대중 전직 대통령의 생애, 근현대사, 민주화 등에 관련한 기록물을 수집하고 있으며 이를 관리하고 활용하여 사료사업, 전시사업, 연구사업 등을 진행하고 있다. 국내 민간대통령기록관은 기념재단이 주체가 되어 운영하고 있는 경우가 대부분이지만 김대중도서관은 고등교육기관이 운영하고 있다는 특이점이 있다. 이에 따라 기록물을 기반으로 하여 역사, 민주주의에 대한 교육적 역할을 수행하며 연구자에게 자유로운 연구 공간을 제공하고 기록물을 통한 연구를 지원할 수 있도록 하는 목표를 가지고 있다. 본 고에서는 교육기관의 부속기관이며 민간대통령기록관인 김대중도서관의 대표적인 기록정보서비스에 대한 사례를 소개하고 앞으로 대통령기록관의 과제를 제시하고자 한다.
Abstract
The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library’s representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.

이 연구는 기초자치단체의 공무원을 기록과 기록정보서비스의 핵심적인 이용자로 인식하고, 주이용자의 요구에 부합하는 기록과 서비스를 제공하기 위하여 이들의 기록이용행태와 기록에 관한 요구사항을 파악하고자 하였다. 이를 위해서 정보공개청구를 통해 획득한 2017년 3분기 동안의 기록관 및 표준기록관리시스템(표준RMS)의 이용 빈도 자료를 바탕으로 기록 이용 횟수와 기록을 많이 이용하는 상위 부서를 확인하였다. 다음으로, 수도권 기초자치단체 공무원을 대상으로 설문을 수행하여, 일반적인 기록의 이용행태, 기록관리시스템의 이용 및 기록관 이용에 대한 의견을 수렴하였다. 이를 바탕으로 기초자치단체 기록관 운영 측면, 기록관리시스템 측면, 기록서비스 측면에서의 개선사항을 제시하였다.
Abstract
This study recognized the public servants of the local governments as the principal users of the records centers. It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. The questionnaire identified the users’ opinion on general usage behavior, usage of standard RMS, and usage of the records center. Based on the survey results, improvements in the management of the records centers the record management system, and the record services of the local governments were suggested.

기록관은 사회의 기록을 저장하고 이용토록함으로써 사회를 지탱하는 기반이 되는 장소이다. 이에 본 연구는 기록관이 사회에 미치는 영향을 분석하기 위한 프레임워크를 개발하였다. 제안 모델은 기존의 기록관의 사회적 영향에 관한 선행연구의 결과를 기반으로 하였으며 영향은 성과의 한 영역이자 축적된 성과의 발현이라는 점에서 대표적인 성과평가 모델중의 하나인 논리모형을 적용하여 개발되었다. 실제 측정을 위한 프레임워크 개발을 위해 광범위한 사회적 영향 중에서 지역사회 강화 측면을 측정하기 위한 모형을 제안했다. 초기, 중기, 장기 성과를 포함하는 제안모형은 기록관 이용을 통해 지식, 태도, 기술의 변화가 만들어 내는 사회적 참여활동의 증가를 측정하였다. 또한 시민의 사회참여의 증가로 인한 지역사회 강화를 최종 성과로 제안하고 있다. 제안된 모형을 기반으로 한 양적/질적 연구가 진행된다면 기록관의 사회적 영향이 분석될 것으로 기대된다.
Abstract
Archives identify and preserve records created by society. By making them available to people, archives can be a means of support to the community. The purpose of this study is to develop a model to measure the social impact of archives. Reviewing findings from previous research on the social impact of archives, this study’s model is based on the logic model, an outcome-based evaluation model, given that impact is not only followed by outcomes but can be the outcome itself. The scope of social impact is limited to community empowerment in terms of the applicability of the suggested model. The model, which includes short-, medium-, and long-term outcomes, could be used to measure changes in the knowledge, attitudes, and skills of archive users, and the social engagement of the people who experienced those changes in the community. The proposed model could include final outcomes that indicate the increase of community empowerment according to the civil society engagement. It is expected that the model is validated through applying quantitative and qualitative methodologies to measure the social impact of archives.
