기록평가는 모든 기록관리업무의 토대가 되는 핵심 업무다. 이 연구의 목적은 기록평가제도의 정비에 필요한 정책요소들과 개선과제를 제시하는 것이다. 국가 차원의 기록평가제도는 평가정책과 기준, 평가 도구, 평가 대상, 평가 실무절차, 평가처분 주체 등의 구성요소들이 유기적이고 안정적으로 연계되는 구조를 가지고 있어야 한다는 관점에서 우선 각 구성요소별로 국내 현황을 파악하였다. 디음에는 각 요소별로 미국, 영국, 호주, 캐나다의 정책들을 비교분석하였으며, 시사점을 도출하였다. 마지막으로 이를 토대로 평가제도 정비를 위한 과제들을 제안하였다.
Abstract
Unless the records appraisal system is properly overhauled, there is no future for public records management. This study aims to highlight challenging issues and present improvement tasks necessary for the readjustment of the public records appraisal system at the national level. First, public records appraisal policies are divided into five categories: i) statements on appraisal policy and selection criteria, ii) appraisal tools such as disposition authorities, iii) subject of appraising, iv) appraisal procedures, and v) responsibility and authority in appraisal and disposition process. Second, the domestic situation is identified for each category. Third, policies of the United States, United Kingdom, Australia, and Canada are compared, and implications are derived for each category. Fourth and last, the tasks for the readjustment of the public appraisal system are proposed based on these analyses.

시민참여형 평가는 평가 도큐멘테이션을 그 단초로 해서 다양한 형태로 평가과정에 시민의 참여를 끌어내는 기록실천의 방법론이다. 본 연구는 실제 국내에 적용 가능한 시민참여형 평가 방안이 과연 무엇이고 어떤 구체적 설계를 그릴 수 있을까라는 실천적 고민을 담으려 한다. 이를 위해 철저한 평가도큐멘테이션과 공개, 공공 컨설테이션 도입, 시민 의제 발의권을 중심으로, 국내 기록평가 환경에서 시민 자신이 국가 기록기관의 책임을 인지하고 감시하며 그로부터 적극 의견을 개진할 수 있는 방안을 설계하고 구체화한다. 먼저 2장에서는 시민참여의 관점에서 국내 공공기록 평가의 현재 문제점을 진단한다. 3장에서는 서구 시민참여형 평가 방식을 우리 환경에 주체적으로 적용할 수 있는 방안을 설계하는데 집중한다. 그리고 마지막 4장에서는 기록인 및 시민운동가 등 관련 전문가 포커스그룹인터뷰(FGI)를 실시하여, 시민참여형 평가 방안에 대한 의견을 취합 조사하고, 현장에서 시민참여형 평가 유형과 절차를 적용하는데 있어 유효성을 타진하고자 한다.
Abstract
Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

문서 유형의 전자기록물 장기보존을 위해 국가기록원에서는 PDF/A-1을 보존포맷으로 선정하였고 문서보존포맷으로 명명하여 공공표준으로 제정하였다. 문서 중심의 하나의 보존포맷인 PDF/A-1를 선택할 수 밖에 없기 때문에, IT 발전과 업무 변화에 따라 실제 업무에 적용할 수 있거나 적용해야만 하는 다양한 전자파일 포맷들을 활용하는데 제약을 주고 있으며, 문서 이외에 다른 유형의 전자기록물(행정정보데이터세트, 시청각기록물, 웹기록물 등)에는 적용되기 어렵다. 그러므로 전자기록물의 보존포맷을 다양화할 수 있는 방안이 필요하다. 본 논문에서는, 우선 전자기록물의 보존포맷을 다양화할 수 있는 보존포맷 선정체계를 제시한다. 또한, 보존포맷을 선정할 때, 모든 전자기록물에 공통으로 적용되는 기준인 공통기준 및 평가방식, 그리고 전자기록물 유형별로 적용되는 고유기준을 도출하기 위한 방법론을 제안하고자 한다.
Abstract
For the long-term preservation of document-type electronic records, the National Archives of Korea has chosen PDF/A-1 as the preservation format named as the document file format, and established it as a public standard. The only option of selecting PDF/A-1 restricts the use of various electronic file formats that can or must be applied to actual works as IT advances and tasks change. Moreover, it is difficult to apply PDF/A-1 to other types of electronic records (administrative information datasets, audiovisual records, web records, etc.). Therefore, it is necessary to diversify the preservation formats of electronic records. We suggest a framework for selecting various preservation formats. Furthermore, we propose common criteria and evaluation methods frequently applied to all electronic records when selecting a preservation format, and introduce a methodology for deriving intrinsic criteria applied to each type of electronic records.
